  • To me [O'Neill's films] have always felt like Viewmasters or shadowboxes, too shallow and confined to exude much confidence. This is emphatically not the case with Water and Power, which is O'Neill's consensus masterpiece for a reason. More than just a mid-postmodern city symphony of Los Angeles, this film is an exploration of spatial and temporal dynamics, a set of formal procedures that are perfectly suited to their subject.
